About WING
Who we are, what we do, and how we got here.
6 questions
Wing Leading Edge (WING) is a Romanian software engineering company founded in 2015, specialized in mission-critical systems for the public sector and regulated industries. Today we are recognized among the Top 3 GovTech integrators in Romania.
In aeronautics, the wing leading edge is the part of the wing that first contacts the air — the surface that defines lift, control, and safety. We chose the name as a discipline: every system we build must hold up under pressure, the same way a wing's leading edge does in flight.
Our headquarters are in Bucharest, Romania, at 17–19 Scărlătescu Street, Sector 1. Our delivery teams work hybrid across Romania.
Over 70 specialists — senior engineers, architects, business analysts, QA, DevOps, security, and data professionals.
Yes — continuously. Open positions are listed under About → Careers.
Yes. We forecast €13M in contracted revenue for FY26, with a multi-year backlog from public-sector framework agreements and long-term private clients.
Services & Engagement
How we work, what we deliver, and how to start.
7 questions
Seven services across the full lifecycle of mission-critical platforms: Custom Software Development, Systems Integration, System Architecture & Cloud, Data Management & Analytics, Maintenance & Support, Technology Advisory, and Cybersecurity.
Yes. Pick one, combine several, or hand us the whole stack — from the first whiteboard sketch to the 80th month in production.
Both. For well-scoped deliverables we propose fixed price; for evolving platforms or R&D we use T&M or capacity-based models. Hybrid contracts are common.
Engagements range from focused 4–8 week assessments to multi-year platforms worth several million euros. The common thread is reliability — not size.
For advisory and discovery: typically 1–2 weeks. For full delivery teams: 3–6 weeks depending on stack and clearance requirements.
Yes. Mutual NDAs are standard before sharing any sensitive context.
Yes — we deliver across the EU and have active engagements with EU institutions and partners. We are EU-based and GDPR-native.
Technology & Stack
Languages, platforms, cloud, and how we choose them.
5 questions
We are technology-pragmatic: Java, .NET, Oracle, modern JS/TS (React, Node), Python, Kubernetes, and low-code where it pays off. Stack is always picked for the problem, never for the resume.
Azure, AWS, Oracle Cloud Infrastructure (OCI), on-prem Kubernetes, and Romania's sovereign Cloud Gov. We help clients pick based on regulation, latency, cost, and exit strategy.
Yes — extensively. SOAP, mainframe bridges, COBOL, undocumented databases, 20-year-old contracts: we turn them into clean, observable APIs.
Yes. We have dedicated low-code DEV frameworks practice. We use low-code where it shortens time-to-value without sacrificing maintainability.
We minimize it. Open standards, portable architectures, documented exit strategies. Our integration practice is specifically designed to repurpose existing assets — not replace them.
AI & Innovation
How we apply AI internally and inside client products.
5 questions
Two ways: (1) internally, to augment delivery — analysis, code, testing, documentation — through WING AI Labs; (2) externally, embedded into our clients' platforms (e.g., SCANVER cognitive vision, agentic AI products).
Our R&D unit focused on applied AI: LLMs, RAG, agentic workflows, computer vision, and MLOps. The Lab incubates internal accelerators and client-facing AI features.
Yes — from document understanding and intelligent search to multi-agent automation. We integrate open-source and commercial models, with full data-governance controls.
We fine-tune and adapt models when it provides clear ROI. For most use-cases, retrieval-augmented architectures with strong evaluation pipelines outperform from-scratch training.
We support EU-resident inference (Azure EU, OCI EU, sovereign Cloud Gov, self-hosted). Data residency, retention, and access policies are agreed contractually before any model touches client data.
Security, Compliance & Data
Certifications, GDPR, and how we protect mission-critical systems.
5 questions
ISO 9001 (Quality), ISO/IEC 27001 (Information Security), and additional sector-specific certifications. Full list under Partners → ISO Certifications.
Yes. We are an EU-based data controller/processor with documented DPIAs, DPAs, and a designated Data Protection Officer.
Yes. Our team includes cleared personnel and we have delivered inside restricted public-sector environments, including Romania's sovereign Cloud Gov.
Yes — both as part of our secure SDLC for delivered systems and as a standalone Cybersecurity service for clients.
By default, custom code we develop for a client belongs to the client. Our pre-existing accelerators and platforms remain WING IP and are licensed for use. Always made explicit in the contract.
Operations & Support
SLAs, managed services, and what 'mission-critical' really means.
5 questions
Systems that must be available 24/7, where downtime, data loss, or non-compliance has direct national-scale impact on citizens, regulated processes, or financial flows.
Yes. Our managed-services practice operates platforms for many of our clients — for some over 80 uninterrupted months — combining corrective and evolutive maintenance with continuous improvement.
From business-hours support to 24/7/365 with 15-minute response on Severity-1 incidents. SLA tier is matched to business criticality and budget.
99.95%+ on tier-1 platforms we operate, measured over multi-year windows.
We design for hand-over from day one: documented runbooks, knowledge-transfer sessions, and a contractual exit clause. No hostage situations.
Partnerships & Clients
Who we work with and how to become a partner.
5 questions
Oracle, Microsoft (ECIF), OpenText, and — uniquely in Romania — cBrain (Denmark), for whose F2 government digitalization platform we are the sole Romanian implementation partner.
Public sector (pensions, cadastre, customs, environment, digitalization, agriculture, meteorology) and private (banking, finance, retail, energy).
Yes — see Partners → Key Clients for our public and private sector portfolio.
Yes. Reach us at office@wle.ro with a brief intro to your platform and the joint value proposition you have in mind.
Selectively, when the engagement is mission-critical and our specialty is genuinely needed.

Yes — frequently. We have a dedicated bidding team experienced with SEAP, EU procurement, and framework agreements.
Business outcome, current state (systems involved, users, volumes), constraints (regulation, deadline, budget range), and the decision process. Even partial info is fine — we'll guide the rest.
Yes. Workshops at our Bucharest office (17–19 Scărlătescu Street) are encouraged for discovery phases — coffee included.
