ORIZONT is one of the most sophisticated and critical integrated IT systems in Romania's public sector. It is the platform operated by 4000 public servants through which pensions for almost 5M seniors are calculated and paid, and contributions are managed, social insurance rights are administered, and digital services are provided to more than 7M citizens and employers. For over 8 uninterrupted years, our growing team of specialists has provided corrective and evolutive maintenance, ensuring the 24/7, 7 days a week, the entire ecosystem of applications up and running, along with implementing more than 150 legislative changes, new operational features and digital services for the citizens, as well as making it interoperable with other Governmental systems. One example of evolutive extension that we built was SCANVER platform, involving AI (cognitive vision services from Microsoft Azure cloud) to help public servants to process more than 2.5M handwritten working cards for extracting structured social contribution data for the respective citizens in record time. WING team become basically the most experienced in understanding both the business and technical complexity, becoming a de-facto trusted advisor for the customer.

PHOENIX is the new integrated IT system through which the National House of Public Pensions is transforming its relationship with millions of citizens in Romania and across the diaspora. Built on a modern, extensible architecture, the system brings more than 100 digital services into a single ecosystem, reachable through a portal and a mobile app — from E-Talon and pension simulations to digital identity services, payments, and AI-assisted interaction. Through the scale of its adoption and the integration of technologies such as the EUDI Wallet, Open Banking, and advanced digital services, Phoenix has the potential to become one of the public platforms with the greatest impact on Romania's digitalization.

eTerra is the system through which property rights of all Romanians are registered and protected. Every apartment purchased, every plot of land sold, every mortgage recorded — they all pass through this system. Our team handles maintenance and evolution of the platform, which covers both day-to-day issue resolution and the development of new functionalities and legal compliance updates. We added advanced map-based visualization of property titles (using GIS technology), implemented automated checks for the correctness of geometric data, and ensured compliance with the European INSPIRE standards for geospatial data exchange. The system is used daily by more than 3,000 ANCPI employees across all counties and by over 17,000 external users — notaries, surveyors, banks, and other institutions that need cadastral information. The project was signed for 4 years, and will be renewed in 2027.

SIIV is the backbone of all customs activity in Romania. Every customs declaration, every import and export, every conformity check against European rules passes through this system. When we took over the project, the databases were running on an out-of-support Oracle version — a major security and operational risk. Our mission was to migrate all 25+ production databases and around 40 custom developed apps to a new Oracle Exadata platform, build a high-availability architecture (if one server fails, another takes over instantly), and create a Disaster Recovery site that synchronizes continuously with production. Most importantly: we completed the entire migration without a single second of downtime for customs operations. Customs continued to function normally throughout the 3 years of project maintenance.

The project addresses the CNPP's need to consolidate data from multiple sources, provide unified and rapid reporting, and transition from fragmented reports to integrated, predictive, and decision-oriented analytics, while also establishing the necessary infrastructure for databases and analytical processing to support timely, consistent reporting for other institutions. As part of the consortium, WING is responsible for the core project activities, including analytical services, architectural design, data structure modeling, configuration, implementation, integration, the development of reports and dashboards, as well as database migration, consolidation, and production deployment. 3 years of project maintenance.

Romania's public sector faces significant challenges driven by legacy, on-premises systems that limit interoperability, scalability, and the delivery of efficient digital services. These constraints slow down digital transformation and hinder alignment with European data governance standards. With 4 won contracts (out of 16), WLE plays a pivotal role in addressing these challenges by leading the migration of critical public sector applications to the Government Public Cloud (GPC). Its responsibility spans the transformation of legacy systems into cloud-ready and cloud-native solutions, as well as the development of new digital services designed for a modern, scalable cloud environment. The Public Institutions that rely on our delivery abilities are: Agricultural Payment Agency (APIA), National Meteorological Agency (ANM), State Assets Administration Authority (AAAS) and Ministry of Economy, Digitalization, Entrepreneurship and Tourism (MEDAT). Beyond migration, WING enables secure interoperability and data exchange across institutions, supporting the implementation of the "once-only" principle and laying the foundation for integrated, citizen-centric public services, becoming a strategic transformation partner of trust for these GOV entities.

We designed and implemented two enterprise-grade digital platforms hosted on Microsoft Azure infrastructure for the Ministry of Environment, aimed at modernizing the management of public funding programs and improving operational transparency. The first platform manages the full lifecycle of NRRP-funded manure management infrastructure projects — from publishing calls for proposals and online applications to automated eligibility checks, scoring, contracting, monitoring, and reporting. The platform is now used by over 2,800 municipalities across Romania to apply for and manage European funding through a fully digital process.

The second platform, financed through an World Bank IBRD loan, supports the RAPID Grant Scheme through online submissions, automated eligibility validation and scoring, public support calculation, threshold-based compliance blocking, and real-time dashboards for portfolio oversight and decision-making. Both platforms were built to ensure scalability, auditability, process standardization, and faster program execution.

We delivered a comprehensive suite of digital transformation projects for TechVentures Bank, covering several critical areas of the bank's operations. We delivered our WINGMAN Core Banking Platform, implemented our proprietary AML (Anti-Money Laundering) solution designed to prevent and detect suspicious transactions, ensuring full regulatory compliance. We also built end-to-end digital onboarding flows for both individual and corporate clients, significantly streamlining and accelerating the account opening process. In parallel, we provided the data center infrastructure, the entire security layer and their ongoing support. Tech Ventures is our biggest banking customer.
